Before the event, the Oshkosh Council Chamber building was the Oshkosh Chamber of Commerce. Now, it is part of the Oshkosh Council Complex, housing the elite lawmakers of the Dreamers faction. Inventors, craftsman, and elite members of the faction work and live elsewhere in the complex.
The building itself is a fairly small construction for a government building, made of concrete with a green roof. Inside, it is lit dimly by lamps running on expensive fossil fuels, and is very clean. A typical office contains a desk with a file cabinet and one or two mismatched, comfortable chairs. Layout:
The building is square with one story. This floor is painted white, though the walls are often chipping, and has a hallway wrapping around the story. Either side of the hallway is flanked with doorways, not all with doors in them. These rooms are used as offices and some storage.
The basement is used for file storage with an office for the archivist. Two or three archivists will be working at a time.
